Head of Office and Digital Policy Advisor to MEP Axel Voss

Kai Zenner is Head of Office and Digital Policy Advisor to MEP Axel Voss (European People’s Party) in the European Parliament. While his main focus lies on AI and data policy, he also advocates for a values-based EU digital strategy and the adherence to Good Governance principles. Zenner is a 'Fellow of Practice' at the TUM Think Tank, a member of the 'OECD.AI Network of Experts' and part of the World Economic Forum’s 'AI Governance Alliance'. In 2023, he was named Best Assistant in the European Parliament and ranked 13th in Politico’s “Power 40” class. In 2024, he received the European AI Award from EAIF, and in 2025, Euronews listed him among the “14 Movers and Shakers to Watch in Tech Policy”. 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝗧𝗶𝘁𝗹𝗲: Digital Resilience in an Unstable World: Reclaiming Europe’s Strategic Autonomy 𝗦𝘆𝗻𝗼𝗽𝘀𝗶𝘀: Europe’s digital future is no longer a question of innovation but of survival. As geopolitical tensions rise and critical dependencies deepen, digital resilience becomes the currency of sovereignty. This session explores how Europe and the world can rethink governance, build strategic autonomy, and secure core technologies without falling into the traps of protectionism or fragmentation. A call for vision, realism, and bold reforms in the digital age.

Over their career, they've helped shape brands across all sectors, including The Coca-Cola Company, FIFA, Formula 1, Lloyd’s Banking Group, Google, Unilever, and Mercedes-Benz. Committed to shaping the future of advertising, Angus co-founded Ogilvy's progressive internship program, The Pipe, dedicated to fostering diverse talent and fresh perspectives. They’ve created work that has been mentioned at the Oscars, showcased at Sundance, exhibited at SXSW and recognised at every major awards festival on the planet.
